The founders of Cellular Pathology Services Ltd, Dr Joseph El-Jabbour and Dr Paul Mitra, have been working in the private sector since 1993.

In 2005, they took the decision to become fully engaged in the independent sector.  In 2007, Cellular Pathology Services Ltd was born and has grown from strength to strength in providing an exceptional service to healthcare clients across the whole of the UK.

Our team is made up of over 13 clinical and scientific staff along with a dedicated client services team who are at hand to offer support and assistance whenever required. Our client training program along with dedicated account management makes migrating from one service provider to CPS a seamless, timely and trouble-free process.

We are actively involved in technology-based research covering pioneering new tissue processing techniques and digital pathology in diagnosis. It’s why we prefer to work in a paperless environment with our clients.

Paul and Joseph

The Management Team

Dr Joseph El Jabbour - FRCPath

Co-founding Director

Dr. Joseph El-Jabbour co-founded CPS limited. He is currently the managing and medical director.

Joseph is passionate about delivering a “high quality, rapid and timely pathology service as part of a clinical team”. His other passion at work is IT about which he says “IT can play a greater role in Clinical Medicine and can enhance the delivery of patient care further.” His vision of a paperless streamlined workflow processes, has driven and created a bespoke laboratory computer system, which handles all laboratory functions efficiently and flexibly.

After graduating from Damascus University, Joseph trained in Lebanon, Edinburgh and London. He took up NHS Consultant pathologist post in 1993, staying in the NHS until 2005. Since then, he has been fully engaged in the Independent Sector.

Outside work, Joseph’s passion is trekking in high altitude locations such as the Himalayas.

Dr Paul Mitra - FRCPath

Co-founding Director

Dr. Paul Mitra co-founded CPS limited and is the Registered Manager with CQC. He is the chairman of the Board and is also responsible for Heath & Safety in CPS. Dr Mitra says “I am passionate about delivering the highest quality cellular pathology service, focusing on the individual needs of patients and clients, both consultants and hospitals.”

Dr Mitra graduated from St George’s Medical School, and trained at Guy’s Hospital and the Royal Free Hospital. He has held consultant pathologist appointments in the NHS serving as both head of department for Cellular Pathology and Clinical Director for pathology services. Paul has been fully engaged in the independent sector since 2005.

He is a fellow of the Royal College of Pathologists and International Academy of Pathologists and is a regular attendee of national and international specialty conferences.

Mike Donavan

Director of Operations

Mike Donovan is currently the Director of Operations at CPS, commencing this position in June 2024.

Mike is a Biomedical Scientist. Previously, Mike was the Quality Manager for the Cellular Pathology Division of a large multi-site NHS Trust London teaching hospital leading them through a successful transition to the new ISO15189:2022 standard.

He also has extensive experience in the private healthcare sector, having worked as a Histology Laboratory Manager for a private Cellular Pathology laboratory for 16 years.

He is passionate about delivering a premium high quality cellular pathology service for all of CPS’s users and to lead the laboratory in its development and expansion over the next few years.

Mike is also a committee member of the IBMS London Region Cellular Pathology Discussion Group which strives to organise meetings for all levels of Cellular Pathology staff to learn and discuss current issues and developments within their field.

In his spare time Mike’s passion is angling for specimen fish in his local Oxfordshire rivers and lakes.

Hugh Risebrow

Non-Executive Director

Hugh Risebrow has been appointed as Non-Executive director on 01/06/2024. He advises the Board on all matters to do with business development.

Hugh is currently managing director of Latchmore Associates, a healthcare advisory boutique which supports both public and private sector healthcare organisations to develop and implement commercial strategy and to create commercial partnerships.

He has held various healthcare leadership roles including CEO of synlab UK, Commercial director at Guy’s & St Thomas, CEO of Interhealth Canada in Europe, Business development director of United Health Europe, CEO of BUPA Dental and CEO Aid-Call.

His early career was in strategic consultancy with Bain & Co.  He is an engineering graduate from Cambridge University.

Elaine Moore

Director of Compliance

Elaine Moore is currently the Director of Compliance commencing in this position in September 2019.

Elaine is a Biomedical Scientist with a career spanning 37 years in both operational management and quality roles within NHS Pathology laboratories and Hospital Governance. Elaine is  passionate about delivering a high quality cellular pathology service to all CPS users  and believes this is only achievable through investment and support in staff training and development. Elaine supports the local university with lecturing and IBMS portfolio verifications.

In her spare time Elaine is a keen support of her local athletics club and has been a volunteer coach for 10 years.

Quality Statement

Getting it right first time.

At CPS quality is paramount to our business and company ethos with an emphasis on “getting it right first time and every time”.

CPS is registered with the Care Quality Commission – CQC (1-284279024) and has UKAS Medial Laboratory accreditation (reference: 9685).

All of our technical laboratory results are Quality Assured through the appropriate and nominated External Quality Assessment Schemes (EQAS), along with daily quality control checks in the laboratory technical areas.

Our pathologists also participate in clinical EQA schemes as appropriate to their experience and specialist profiles.

In line with UKAS requirements and the ISO15189:2012, CPS has established a policy on how to manage uncertainty of measurement.

Our Consultant Pathologists

We participate in all relevant technical External Quality Assurance (EQA) schemes, which are used to ensure the quality of the tissue processing and staining procedure.

Each of the Consultant Cellular Pathologists is experienced in general histopathology but also sub specialises in particular aspects of pathology. For example, these include dermatopathology, uropathology, breast pathology, gynaecological pathology and gastrointestinal pathology.

Pathologists participation in EQA’s is a requirement of practising at CPS.
